China Buses not Affected by Russian Recycling Levy for Import
10 July 2012
www.chinabuses.org: Russia intends to introduce a new recycling charge in autumn for vehicles that could lead to higher prices for foreign vehicles and possible conflicts in Russia’s customs union and WTO. The amendments to the law have already been approved by the State Duma committee.
Several sources in the industry confirmed that all importers will have to pay. However, the introduction of a new import tax does not scare the dealerships. President of Favorite Motors dealership Vladimir Popov evaluated the tax as “positive”: The first to suffer will be cheap Chinese brands. It is yet unclear whether those that manufacture cars here can give recycling guarantees.
The Russian bus builders are very few. Moreover, the bus builders with foreign bus builders in joint venture are fewer. So the buses are mainly imported from other countries. Apart from importing some new complete buses, Russia also imports the second-hand bus products from Europe and America. The Russian recycling levy for import will have much influnce on the second-hand bus products but not much influnce on importing the complete bus products, so maybe it is a good news for China bus builders, such as Zhongtong Bus, Ankai Bus and King Long Bus. As Russian bus markets are their one of important overseas markets. According to the related staff in Ankai Bus, they concern more about the emission standard requirements on the buses than the public releasing a new import tax.
