As automobiles have become indispensable transport tools in the modern society, quite a few delegates from auto industry have made several proposals concerning such questions as what kind of vehicles should governments purchase and how should people spend their money to buy vehicles in this year’s NPC (National People’s Congress) and CPPCC (Chinese People’s Political Consultative Conference). This has drawn much attention from the public.


In governmental procurement, should officials put Chinese own brands first? WANG Fengying, a delegate of NPC and president of Great Wall Motor has her say.


In Wang’s opinion, some home grown brands of vehicles have encountered some difficulties in governmental procurements, including the intransparency of governmental procurement plan, the barriers set up for qualifications and standards, the overly high budgets for vehicle procurement, the unclear division of responsibilities of the procurement department of some governmental units, etc. 
Against such background, “it is beneficial to push forward the development of China’s auto industry if the government chooses to buy more indigenous products”, said the delegate. In her proposal, Wang also substantiates that the government should remove the restrictions put on qualifications for auto bidders and make public its procurement plan. After this work is done, the government is urged to roll out related policies to encourage the purchase of domestically produced vehicles, which should become the majority of government’s procurement of vehicles. 

 

In addition, the heavily polluting buses have become one of the biggest sources of pollution in urban environment. To solve the problem, LI Jindian, a delegate of NPC and president of Liaoning Shuguang Automotive Group proposed that the government should roll out policies to force related enterprises to replace their old buses in a timely manner and ban the continued service of those buses that have already passed their duration.
