www.chinabuses.org：Premier WEN, Jiabo conducted the executive meeting of the State Council on March 28th, in which Daft Safety Regulations for School Buses was deliberated and approved in principle (hereinafter refer to the Regulations), and said the State Council would promulgate the Regulations after further modifications.

The Regulations stipulates explicitly on absence of safety supervision and unclearness of legal responsibility in the development of school buses: the Regulations specifies the management responsibility of government and relevant departments on school bus safety and local governments above the county level take overall responsibility of local school bus safety management; relevant departments of the State Council are responsible for the unity of direction and supervision, while schools and service supplier should establish and perfect school bus safety management system and appoint management staff.

Furthermore, the Regulations endow the access priority to school buses and stipulate on the use of school buses. School bus safety technical specifications and drivers' qualification are stricter than those of general buses.

However, nothing related to the subsidy of school buses is mentioned in the Regulations.
