Internal combustion engine industry is a major one in the equipment manufacturing industry. An internal combustion engine is a main auxiliary power for autos, motorcycles, engineering machinery, agricultural machinery, vessels, railway diesel locomotives, geological and petroleum drilling rigs, internal combustion generating equipment, military and special-used general machinery. Internal combustion engine industry is the basis of the transformation of traditional industry, as well as a technical method to upgrade traditional industry. Over the sixty years since the foundation of the People's Republic of China, such a basic industry has been transforming from small to large and even powerful.
Expectation from large to powerful
From simply imitation to independent development, and digestion and absorption of advanced technologies of introduced equipments and then re-innovation, China's internal combustion industry has experienced from nonexistence to existence, from small to large and from weak to strong.
In 2008, the output of China's internal combustion is 61.12 million sets with the total power of 1.03 billion kw, therefore, China has become a true power of internal combustion manufacture. From originally simple imitation to independent development, and digestion and absorption of advanced technologies of introduced equipments and then re-innovation, along with each step of the industrial development of the People's Republic of China, China's internal combustion industry has experienced from nonexistence to existence, from small to large and from weak to strong.
Nowadays, to mainly depend on independent development and implement introduction, digestion, absorption, re-innovation and integrated innovation is becoming a mainstream of the technical innovation in internal combustion industry, additionally, the technical introduction and independent development and operation of key assembly. In the car-used engine field, the technical development is focused on introduction, digestion, absorption and re-innovation, and in accordance with the proportion of complete vehicle, the volume of such products with independent brands in the car-used engine field takes up 30 percent of the total volume; in the field of diesel engines for commercial vehicles, such a main development mode that mainly depends on independent development with integrated innovation has formed, and in accordance with the proportion of complete vehicle, the market shares of diesel engines with independent brands have taken up over 60 percent of that in domestic market; in terms of agricultural machinery system, independent development brands also have a position in the multi-cylinder diesel engine field, and "Made-in-China" diesel engines have basically met the demands of China's agricultural machinery on auxiliary power.
Energy conservation and emission reduction is a definite orientation
Encircling energy conservation and emission reduction, China's internal combustion engine industry has expedited the course of being geared to international standards in terms of technical and environmental-friendly regulations.
How to realize the transformation from being "large" to being "powerful"? Energy conservation and emission reduction is an important approach. Viewed by insiders, the key of innovation in internal combustion engine industry is to implement energy conservation and emission reduction, meanwhile, energy conservation and emission reduction is also a technical breakthrough for China's numerous internal combustion engine enterprises.
Xing Min, Executive Vice President and Secretary-general of China Internal of Combustion Engine Industry of Association (CICEIA), introduced that encircling energy conservation and emission reduction, China's internal combustion engine industry has expedited the course of being geared to international standards in terms of technical and environmental-friendly regulations: on the fuel injection technology, China has independently developed the electronically-controlled gasoline & diesel engines in line with Euro III-above emission standards, and lots of enterprises has set up software and hardware platforms for the development of electronically-controlled fuel injection technology, and the independent development of high pressure common rail fuel injection system has made progress; on the turbo charging and inner-cooling technologies, the turbo charging technology has been adopted universally in China's vehicle-used diesel engines; on the electronic control technology, for the moment, China has been capable of developing the electronic control system for an entire power equipment. In the latest decade, the number of such patent technologies relevant to internal combustion engines has increased nearly tenfold. In recent years, the particulate emission volume of China's vehicle-used diesels has reduced by 50 percent and the oxynitride reduced by 40 percent.
Besides meeting the demand of the society for sustainable development, the market demand is also changing, among which, the proportion of demanding the engines with high quality is increasing constantly. Take vehicle internal combustion engines as an example, the emission standards for passenger vehicles is stricter and stricter, and the upswing of oil price has also made consumers require higher on the economy of car's engines; moreover, Xu Changming, Director of Information & Resource Development Department of State Information Center, concluded from the analysis on the market of commercial vehicle-used engines that consumers' demand on the top-end commercial vehicles will increase gradually followed by the increased demand on the engines with high quality with the changes as the improved purchase capacity, the increased value of goods transported and the stricter rules of laws on the energy conservation and environmental protection of commercial vehicles.
Structural adjustment boosts industrial "qualitative change"
In order to realize a change from "quantity" to "quality", the internal combustion engine industry still needs to conduct a structural adjustment and consummation, and here the energy conservation and emission reduction is the direction indicator of guiding structural adjustment.

Xing Min analyzed that, "Internal combustion engine industry's golden period when it was keeping several-year consecutive and rapid growth has passed away." China's internal combustion engine industry is facing an adjustment period, despite owning the advantage in the output of internal combustion engines, disadvantage also exists in terms of both industrial structure and product structure - inconspicuous scale benefit, short group predominance and brand popularity, less competitive advantage in the layer of top-end technology and scanty capability of research & development and innovation.
On the product structural adjustment, CICEIA believes that what shall be firstly established and consummated are a general load spectrum for China's internal combustion products, a system for technical laws, regulations and standards on such four aspects as motivity, economy, environmental protection and reliability, a system for technical standards on parts and components; secondly, independent intellectual property right and innovation shall be advocated vigorously, the design of new product family shall be primary and the amelioration of old products shall be secondary, in order to make the volume of independent intellectual property right and independently designed and developed products in the entire industry occupy more than 70 percent, and the volume of products being partly reformed by new technologies are not more than 30 percent, and make the product be provided with a consolidate foundation when being upgraded to a higher technical class.
Meanwhile, CICEIA also advocated to focus on the implementation of green manufacture plan, namely to promote re-manufacture technologies, select ten typical enterprises that have realized green manufacture through energy conservation and emission reduction in the industry and organize relevant enterprises to visit and study their experience; to promote green manufacture technologies, further enterprises' understanding on green manufacture, resolve such problems as technical puzzle existing in green manufacture; to actively assist Ministry of Industry and Information Technology to set up a reserve pool for the renovation projects on industrial energy conservation and emission reduction technologies, recommend energy conservation and emission reduction technologies in the internal combustion engine industry and renovate reserved projects.
