Regulations on NEV Builder & Products Accession to Take Effect Soon

English.chinabuses.com: on Jun. 25, 2009, Ministry of Industry and Information Technology (MIIT) rolled out newly formulated Regulations on New Energy Vehicle Builder & Products Accession, which will go into force on July, 1, 2009. The implementation of the new regulation means that new energy vehicles whether built in China or abroad, have to comply with some new rules.
According to the website of MIIT, new energy vehicles cover hybrid, all-electric, fuel-cell, and hydrogen-powered ones as well as other new forms of energy (including high energy storage devices and dimethyl ether or DME) powered ones.
It is stipulated by the Regulations that production and sales of any model of new energy vehicle must be stopped immediately and relevant improvement should be also be made within the time limit once it is found problematic in terms of safety, environmental friendliness and fuel economy. In addition, reports of the problem should be made to both MIIT and provincial-level government agencies where the product has been in service.
After the release of the regulations, some industrial insiders have pointed out that Regulations on NEV Production Accession rolled out by National Development and Reform Commission (NDRC) back in 2007 has been aimed at controlling the market accession to production of NEVs. The new regulations released by MIIT have given more emphasis on products and highlighted four conditions for NEVs’ accession to the market, including safety, environmental friendliness, fuel economy and anti-burglary.
Currently, Guangzhou, Shanghai, Chongqing and Shenzhen are actively involved in formulating favorable measures to stimulate consumption of new energy vehicles.
