08 February 2014

www.chinabuses.org: Recently Beijing Municipal Commission of Transport announced that Beijing Transport Development Outline 2014-2030 would be released in 2014. In prior to this, Green Beijing—development plan in the 12th five-year plan period once put forward that it would make a charging scheme of traffic congestion. Commission of Transport said it would draw up traffic congestion charging plan in central low-remission area in this year.

Back to November of 2013, Beijing Motor Vehicle Remission Pollution Control Plan 2013-2017 went public. This task decomposition made it clear that Commission of Transport and Bureau of Environmental Protection would formulate traffic congestion charging policy in low-remission areas in dynamic charging mode. As for controversial congestion fee, Commission of Transport stated that this traffic congestion charging plan focused on key sections and areas. Traffic congestion charging plan in central low-remission area would be drawn up in this year.

As for the concept of central low-remission area, Beijing CPPCC once suggested to motivate motor vehicle’s access. In central area and corridor connecting external and central areas, low-remission area should be set up and severe policies in low-remission areas should be implemented by regional control, congestion fee and pollution remission fee.

In addition, Beijing would improve BRT system of huge capacity in Anli Road, build fast commuting corridor in Southwestern Third Ring Road and Beijing-Kaifeng Highway and push bus-only lane construction in Beijing-Tibet Highway and Fourth Ring Road. Meanwhile, reversible lanes in Chaoyang Road would be extended and reversible lanes of roads in Zizhuyuan would be accelerated to be completed.
