Governments in the Midwest provinces worked out the plan the road construction. These areas included Yunnan, Hubei-Hunan, Hubei-Jiangxi, Tibet, Xinjiang and Sichuan, etc.

It's said the funds of these projects come from different sources, including fiscal funds, financial lease, medium-term note, entrusted loans and corporate bonds, etc. For example, Xinjiang Government obtained vehicle purchase tax investment of CNY 2.479 billion from the Ministry of Transport; Hubei Communications Investment Company was approved to issue the corporate bonds of CNY 8.5 billion, which would be used in four projects.
