Beijing To Enact School Bus Regulations this year

www.chinabuses.org:On June 18th,2013, our reporters learned that this year Beijing will begin to enact Beijing School Bus Safety Regulations and enhance its inspection and management over school bus safety. What’s more, safety extensive campaigns of 12 key industries, including roads and transport, underground space and dangerous chemicals, will be launched.
2013 Beijing Safe Manufacturing Conference was held yesterday. For 5 years, Beijing safety inspection system found out 470,000 hidden problems by inspection. Thus, 2937 enterprises were of temporary suspension and 284 people were subject to criminal prosecution because of safety accidents. Among all these problems, non-standardized electricity consumption was the most prominent, amount to 22%.
Zhang Yankun, deputy mayor and director of Beijing Safety Committee, stressed that, low-end enterprises of severe safety hidden danger and unqualified safety manufacturing conditions should be shut down. Especially for those industrial structures inconsistent with industrial development plan, closure should be taken into consideration from the perspective of safety.
Apart from all mentioned above, Beijing will crack down illegal manufacturing, operation and buildings. To stop newly increased illegal building, all government departments, state-owned enterprises, party members and cadres need to take the lead to knock down them. This year the pre-processing regulations of potential accidents will be put into consideration of establishing. Those who make huge hidden threats and failing rectification will be seriously punished and take all related responsibilities.
Zhang Jiangming, deputy director of Beijing Safety Committee and director of Beijing Safety and Inspection Bureau, said that Beijing School Bus Safety Regulations would be enacted, responsibilities and measures of work would be specified as well as safety inspection of school bus would be enhanced.
The present borrowed qualification, disguise, subcontracts and no managements in the field of architecture, which are obvious illegal, will be seriously cracked down. Safety inspection over public-security-involved special equipments, including elevators and entertainment facilities, will be paid much more attention. With “7.21”experience taken, Beijing will monitor and guide enterprises to establish self and mutual aid teams. As for assembly occupancies, a monthly practical exercise should be organized. Thus, cooperatively processing ability of safety accidents will be improved.
