New Energy Vehicles Quicken Industrialization Pace

In the past decade, China automotive industry developed rapidly and has become an important part of the global automotive industrial chain. As predicted, China is possible to be the world's largest nation of automotive manufacture in 2012. During the mass development, people pay increasingly more attention to the sustainable development of China automotive industry. In addition, China's specific environmental and energy source pressure emphasizes the importance of this problem. The development of energy conservation and new energy vehicles has become a key factor for the sustainable development of China auto industry. How can we advance the industrialization of energy conservation and new energy vehicles in China? At the Summit Forum on City Development and Automotive Energy Conservation and Emission Reduction, experts and scholars who are concerned with the automotive industry development offered comments and suggestions actively.



In the field of energy conservation and new energy vehicle, global major automotive manufactures are all developing perseveringly and have made some achievements. In China, almost all domestic enterprises entered the teams of R&D and commercial trial of new energy vehicle projects, like Chery, FAW, Dongfeng, Geely, and BYD.



As learned, China has presently launched small-scale demonstration application of energy conservation and new energy vehicles in such cities as Beijing, Tianjin, Shanghai, Wuhan, and Zhuzhou, providing a guarantee for its further promotion in terms of technology, product and operation experience. Moreover, during the Beijing Olympics and Beijing Paralympics, auto manufacturers as Chery, FAW, Dongfeng, and Foton jointly with institutes as Tsinghua University, Tongji University, and Beijing Institute of Technology provided their independently developed lithium-ion battery bus, 25 hybrid buses, 77 hybrid sedans, 20 fuel battery sedans, 3 fuel battery city buses, 415 electric terrain and application vehicles. All of the 598 new energy vehicles formed the largest energy conservation and new energy vehicle demonstration and application team in the history of Olympics, and realized zero emission of automotive greenhouse gases in the central transportation zone of Beijing Olympics Park.



Energy conservation and new energy vehicle is becoming the new economic growth point of the market, and an effective method for China automotive industry to realize the leap-forward development. On the aspect of traditional autos, China's strength and technological level are still lagging behind developed countries to some extent. However, on the aspect of energy conservation and new energy vehicles, over years of technological R&D, both the key technologies like battery and indicators like fuel economy, China has reached the peak of the world. And, on the aspect of electric vehicle, China has become the world's largest manufacture nation of electric bicycles and mini electric cars, providing golden opportunity for the development of energy conservation and new energy vehicles. Shen Ningwu, Assistant Secretary-General of China Association of Automotive Manufacturers (CAAM), said, "China is completely possible to develop simultaneously with the world's top level and realize new leap in this field."



However, the R&D of energy conservation and new energy vehicles requires of large investment and high production cost, especially in the initial stage of promotion, the cost will be rather high due to the lack of mass production. As learned, the average cost of mid-hybrid vehicle is higher than that of traditional vehicle of the same model by 30 to 50 percent. The cost of electric vehicle is twice as that of traditional vehicle, and the cost of fuel vehicle is 5 times as that of traditional vehicle. Furthermore, since the development of energy conservation and new energy vehicle requires China to build some matching infrastructure, the promotion of energy conservation and new energy vehicle can be hardly realized with only the market system. Shen Ningwu believed that China should transfer the development mode of automotive industry towards the direction of "technology-driven exquisite mode", which depends on the technological progress, production of environment-friendly energy-saving products, and strictly-controlled cost management. The state should promulgate powerful policy to support innovation, encourage enterprises to go along the road of independent and orderly development in accordance with the national conditions, and point out a direction for China's development of new energy vehicles.



To boost the R&D and industrialization of energy conservation and new energy vehicle with independent brands, actualize energy conservation and emission reduction, drive the domestic demands, ensure the stable, healthy development of economic society, the Ministry of Science and Technology, Ministry of Finance, and other relevant organs jointly organized and implemented the National Promotion and Application Project of Large-scale Industrialization of Energy Conservation and New Energy Vehicle, so as to speed up the market entry of HEV and electric vehicle based energy conservation and new energy vehicle, and drive the industrial development by expanding the market application scale.



On November 27, the National Promotion and Application Project of Large-scale Industrialization of Energy Conservation and New Energy Vehicle were initiated up in Chongqing. Minister of Ministry of Science and Technology Wan Gang said at the initiation conference that with the support of the state policy, China should strive to realize the objective that new energy auto population reaches 60 thousand sets in 2012. As learned, the National Promotion and Application Project of Large-scale Industrialization of Energy Conservation and New Energy Vehicle will choose ten large well-facilitated cities on the basis of small-scale demonstration, and promote firstly in such public sectors as public transportation, taxi, government, civil affairs, and post. Over 90 percent of vehicles promoted will be HEVs, including hybrid city buses.



Inside experts believed that the initiation of the National Promotion and Application Project of Large-scale Industrialization of Energy Conservation and New Energy Vehicle was a good beginning, which showed the support and indication of government for energy conservation and new energy vehicle. In the future, the development of China's new energy vehicle industry should strengthen the effective connection among production, academy, research and application, integrate China's advantageous resources, and emphasize on the breakthrough of bottleneck technologies and system integrating technologies. China should establish feasible encouraging measures to support the development of new energy vehicle all-roundly in terms of product development, industrialization, marketing, and the construction of social matching infrastructure.
