Stricter Rules for School Bus Builders

www.chinabuses.org: Ministry of Industry and Information Technology of the People’s Republic of China (MIIT) released an exposure draft of Access Rules of School Bus Manufacturers and Part Suppliers (the Rules), according to which, qualified school bus manufacturers shall be chosen from those who received no warning or penalty for quality or safety reasons within the recent three years.
The Rules is very detailed in access standards and criteria for selection, with 33 items to be examined, for example, candidate must have a clean record of the last three year, without warning or penalty from either both authorities in the State Council or provincial-level government, and, during the last three years, candidate’s total volume of production and sales of passenger car shall be more than 3,000 (inclusive of chassis) and be more than 1,000 (inclusive of chassis) when it comes to large/medium-sized ones.
The Rules also gives specific requirement on designing. According to industrial policy division under MIIT, comments on the draft submitted prior to June 1st will be accepted, both individual and enterprise are allowed to offer opinions.
Rules on standards of access (excerpt)
Qualification - Candidate must have a clean record of the last three year, without warning or penalty from either both authorities in the State Council or provincial-level government.
Capacity - During the last three years, candidate’s total volume of production and sales of passenger car shall be more than 3,000 (inclusive of chassis) and be more than 1,000 (inclusive of chassis) when it comes to large/medium-sized ones.
R&D - Candidate shall have a crew that specializes in R&D of school bus and relevant products, and that is responsible for the whole process of R&D, as well as liaison and coordination therewith.
Product Management - Candidate shall have a marking and tracking system covering component supply and complete vehicle output. Test data must be kept for no less than eight years.
After Service - Candidate shall have a computerized information system used for storing user information and records of product use, maintenance and quality (no less than eight years).
According one staff in MIIT said, there were more than 200 bus builders in China, according to the statistics of last year, there were only nearly 40 bus builders meet the requirement of the above rules.
