www.chinabuses.org：Premier WEN, Jiabo conducted the executive meeting of the State Council on March 28th, in which Daft Safety Regulations for School Buses was deliberated and approved in principle. As the expert representative, Professor YUAN, Guilin showed his favor and interpreted six ideas of the Regulations.

1. Local governments must protect the legal rights of the students to enter nearby schools, lowering the transport risks. For those inconvenient rural areas, the governments must guarantee the school bus service of the students.　

2. The Regulations specifies the management responsibility of government and relevant departments on school bus safety and local governments above the county level take overall responsibility of local school bus safety management. relevant departments of the State Council are responsible for the unity of direction and supervision.

3. Schools and service supplier should establish and perfect school bus safety management system and appoint management staff.　

4. The regulations stipulate on the use of school buses. School bus safety technical specifications and drivers' qualification are stricter than those of general buses.

5. The Regulations endow the access priority to school buses and specify the speed limit and overloading.

6. The regulations set the law duties on illegal use of school buses and default of safety management, including investigating criminal responsibilities.
