English.chinabuses.com: on Jun. 1, 2009, Plan on Promoting Commercialization of New Energy Technologies (2009-2012) released by Shanghai Economic & Information Commission clearly pointed out the city will put its focus on developing nuclear power, wind power, integrated gasification combined cycle (IGCC), new energy vehicle, and solar energy, etc. so as to build a new “green engine” to power a new round of its economic growth.
In addition, the plan has made it clear that Shanghai will mobilize its best resources to develop fuel-electric hybrid and high-performing all-electric vehicles. Special attention will be given to such key parts and accessories as batteries, electric motors, and electric control systems.
According to the plan, the city is striving for the commercialization of the whole spectrum of hybrid vehicles with an industrial scale worth RMB 90 billion (about USD 13.17 billion) by 2012. By then, it will realize the line production of plug-in hybrid and all-electric sedans. In the area of all-electric commercial vehicles, it will boast a range of new products, including city buses, medium-sized coaches, waste collection vehicles, and engineering vehicles.
To realize these goals, the plan has laid out a series of concrete measures. Shanghai Municipal Government has also expressed its determination to raise its procurement of new energy powered vehicles to over 30% of its total vehicle purchases in the next three years. Moreover, it will roll out new incentives to support the application of green vehicles in taxi, postal service and urban waste collection. By 2012, about 3,000 units of new energy vehicles are expected to be on the road in Shanghai.
