CATL and Lanzhou Sign Strategic Cooperation Framework Agreement for Zero-Carbon City

30 May 2025

On May 29, Contemporary Amperex Technology Co., Limited (CATL) and the People's Government of Lanzhou City officially signed a strategic cooperation agreement. The two parties will focus on deepening cooperation in three key areas: the development of the new energy battery aftermarket, the comprehensive electrification of transportation, and the establishment of a zero-carbon urban ecosystem. Their goal is to transform Lanzhou into a model city for zero-carbon transition in Northwest China.

As a pivotal city along the "Belt and Road" initiative, Lanzhou is not only a major transportation hub in Northwest China but also boasts abundant wind and solar resources, as well as significant advantages in the lithium battery industry. The two parties will concentrate on building a technological hub. Leveraging CATL's global battery data and technological expertise, they will collaborate with Lanzhou High-tech Zone to establish a new energy vehicle battery testing center. This center will provide aftermarket services such as battery safety testing and cascade utilization. It will serve as a technological hub covering Northwest China and extending its influence to Central Asia, offering research and development support and talent cultivation for the new energy industry along the "Belt and Road."

In terms of promoting the comprehensive electrification of transportation, CATL will further enhance Lanzhou's charging and battery-swapping network, providing high-quality products and services to facilitate the electrification of buses, heavy-duty trucks, coaches, and two-wheelers. It will also explore innovative scenarios such as the "Electric Yellow River" cruise tourism project.

The two parties will also work together to build a zero-carbon urban ecosystem. By integrating photovoltaic, energy storage, and intelligent management technologies, they will create zero-carbon parks, construct virtual power plants, and other related industries. They will build city-level demonstration stations integrating "photovoltaic, energy storage, charging/battery-swapping, and testing." Additionally, they will explore policies for the recycling of retired batteries, jointly establish a battery recycling system and a collaborative processing base, and form a closed-loop value chain covering the entire battery lifecycle.

In the future, the two parties will continue to deepen their strategic collaboration. Through technological breakthroughs and zero-carbon scenario innovations, they will cultivate new high-quality productive forces and transform Lanzhou into a zero-carbon city with distinctive characteristics of Northwest China. This effort will set a new benchmark for regional green and low-carbon development.
